Herb is someone that works at Willie 's office at the Social Services Department of Los Angeles County. On the episode, "Strangers in the Night ," Herb calls and tells Willie that the computer system has crashed and the Willie has to go to the office to load the backups. Because of this, the Tanners have to call Raquel Ochmonek to babysit for Brian , while ALF hides in Kate and Willie's bedroom.
